Can the Promotion Wizard be used to generate an offer for one magazine?

I'm interested in creating 728x90 banners for select engineering titles. Can I use the Promotion Wizard to do this? If so, how?

For example, I am not happy

For example, I am not happy with the selection of titles in "Biotechnology and Pharmaceuticals". Maybe a filter list (which publications I do not want to see in my promotions) would be helpful too.
