Clarification please, getting confused

We choose offers to promote based on match with audience, and payout per lead. We've been promoting several offers that were marked with the $$$ (higher payout), but today we noticed that we actually are receiving the minimum for these signups.

I tried to find these offers in the offer catalog to check this, but neither show up in the category they should be in, although they are still available if I go to tradepub.com.

One of the offers is Rapid E-Learning: Maturing Technology Brings Balance and Possibilities and the other is the offer re: performance management.

Could you clarify what's going on?

Generally we can't promote offers at that payout level since we have better options available, so we need to know the cause of what appears to be a discrepancy
