Looks like Paypal is having some problem issuing Personal payments to Indian nationals from this month. My payments from two other ad networks got reversed stating the following reason. I am attaching the entire email which they sent to me.
Now my concern is, will we not be able to receive Netline Payments also? In their mail, they are however suggesting another way to send the payment (sending it not as personal payment).
Please check the mail below and suggest what should be done to receive the Paypal payment this 15th.

We reversed this payment because we have stopped allowing personal payments to be sent to or from India.
If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select "Goods," and (c) provide a shipping address.
If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India.
We are trying to resolve this issue as quickly as possible and we're sorry for any inconvenience.
We submit our partner PayPal payments through PayPal Mass Pay. This payment process is not the same as a personal payment. For that reason, I am inclined to believe that our payments to India should not have any problems.
Our accounting department spoke with PayPal today regarding the issue with payments to India that you mentioned. PayPal is aware of the issue and is working to resolve it. We'll update once we know more about the issue and how it may or may not affect payments to Indian partners.
I believe the problem is also happening with Mass Pay. Could you please confirm with paypal if they will allow payments to India with Mass Pay. Thanks.
